This notice shall satisfy the above-referenced procedural notification requirements for activities to be undertaken by the Housing Authority of the City of New Smyrna Beach (HACNSB).
The HACNSB intends to undertake the redevelopment of the project known as Live Oak Homes for the purpose developing a yet to be
determined number of new construction affordable housing units, at the following street addresses, which are all located in New Smyrna Beach, FL 32168:
100, 102, 104, 106, 108, 110, 111 and 1113 Milford Place
200, 201, 202, 203, 204, 205, 206, 207, 208, 209, 210, and 211 Milford Place
209, 213, 211, and 215 Bay Street
1000, 1002, 1004, 1005, 1006, 1007, 1008, 1009, 1010, and 1011 Julia Street
200, and 202 Inwood Avenue
1000, 1002, 1004 and 1006 Washington Street
1051 Julia St.
The Live Oak Homes redevelopment will seek various State, County, and/or City-issued financing in order to fund the project.
FINDING OF NO SIGNIFICANT IMPACT
The City of New Smyrna Beach has determined that the project will have no impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 1101 S Dixie Freeway, New Smyrna Beach, FL 32168, and may be examined or copied Monday through Thursday from 7:30 a.m. to 4:30 p.m.
ENVIRONMENTAL CERTIFICATION
The Housing Authority of the City of New Smyrna Beach certifies to HUD that Teresa Pope, in her capacity as Executive Director, consents to accept the jurisdiction of the Federal Courts, if an action is brought, to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows HACNSB to use program funds.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to HACNSB. All comments received by June 23, 2024 will be considered by HACNSB.
